Are RBWM gritting the roads?

If the roads are being gritted then why are the pavements still covered in ice?
Just did a search for the council and top of the list Google gave me their new latest update feed from Twitter ... and it was entitled: Council working to keep residents safe Keeping residents safe - that's the Royal Borough's top priority in the current "exceptional" weather conditions. Borough staff and contractors have been working round the clock to maintain essential services following yesterday's heavy snowfall and freezing temperatures overnight: ... Cllr Colin Rayner, lead member for highways and streetcare, said: "The council's main aim in this exceptional weather is to keep our residents safe and resume services as soon as possible. "Our new salt stock is very different from the salt we used in the past and almost impossible to see. But I want to reassure residents that we are working to our winter maintenance programme of gritting primary and some secondary routes. We will continue to do so all over the Christmas period to keep things moving. You can read the full story here... http://ow.ly/16ctsi So this would appear that they are getting lots of questions around this ... In my experience the grit on the road has always dissolved the snow & ice on the paths but not this year ... is it because it is so cold? One theory offered up by a local delivery chap was that if the council make any attempt to clean the paths and leave some ice on them, if someone on benefits slips then they make a claim against the council for loss of free time and get paid a silly amount by the local tax payers. If on the other hand the council leave the paths alone then it’s a case of “buyer beware” and if it looks slippy it probably is slippy and so you’d be stupid to walk on the pavement and can therefore make no claim. This makes sense in this claim & benefit culture we find ourselves living in...
